Making a smartphone to function as a car key is nothing new. It turns out that this technology has previously been adopted by automotive companies, namely Hyundai.

The ability to make an iPhone cellphone into a car key has been carried by Apple in the iOS 13.4 beta update that was recently launched.
Quoting from the Ubergizmo page, there is a CarKey API available on the iOS 13.4 beta program.
This CarKey API is predicted to be able to enable users to use their iPhone or Apple Watch as a tool to lock or unlock and start the car.
This can be done if the car you want to start with this iPhone mobile has the NFC feature.
No Need FaceID Authentication
Apart from that, it seems that users don't need FaceID to authenticate users, of course this can be dangerous.
But in reality, users can still use this feature to be used as a car key, if at any time their iPhone or Apple Watch phones run out of battery.
